وسط قلق عالمى من حروب تجارية قد يخوضها مع توليه رئاسة الولايات المتحدة

 يتجه الرئيس الأميركى المنتخب دونالد ترامب لبدء ولايته الثانية فى البيت الأبيض محاطًا بأشخاص معادون للسياسات الصينية، أو من يطلق عليهم بـصقور الصين أو China Hawks.

وبحسب تقرير نشرته صحيفة فاينانشيال  فقد خاض ماركو روبيو مرشح ترامب لمنصب وزير الخارجية حملة ضد النفوذ الصينى كما دافع عن قرارات سابقة بهدف كبح نمو شركات التكنولوجيا مثل هواوى.

ويصف مستشار الأمن القومي الذى اختاره ترامب، مايكل والتز، الصين بأنها تهديد وجودى.

ومع ذلك فإن أحد أقرب مستشارى الرئيس المنتخب لديه علاقة أكثر تعقيدًا مع الصين، وهو إيلون ماسك

وقد برز الملياردير المولود فى جنوب إفريقيا والصديق الأول لترامب كلاعب مهم محتمل ولكنه غير متوقع فى العلاقة بين القوتين العظميين فى العالم بحسب فاينانشيال تايمز.

وتقع إمبراطورية ماسك التجارية عبر حقل ألغام من الصراعات المحتملة حول قضايا الأمن القومى والمنافسة التكنولوجية وسلاسل التوريد وحرية التعبير بين الولايات المتحدة والصين فضلاً عن مستقبل تايوان

ويتمتع أغنى رجل فى العالم بعلاقات عميقة مع كبار قادة الحزب الشيوعى الصينى وهو من اللاعبين البارزين فى قطاع صناعة فى بكين وخاصة فى ما يتعلق بالقرارات المهمة لشركة السيارات الكهربائية التى تبلغ قيمتها تريليون دولار تسلا.

لقد تلقت شركة تسلا مليارات الدولارات فى شكل قروض رخيصة وإعانات وإعفاءات ضريبية من الحكومة الصينية وتعتمد شركة صناعة السيارات بشكل كبير على مصنعها فى شنغهاى وهو الأكبر فى شبكتها العالمية ليس فقط لبيع منتجاتها إلى دولة يبلغ عدد سكانها 1.4 مليار نسمة بل وأيضًا لتصدير سياراتها المصنوعة فى الصين إلى أجزاء أخرى من العالم.كما أن موردى ماسك الصينيين وخاصة فى مجال البطاريات  مهمون أيضًا لعمليات التصنيع العالمية للشركة بما فى ذلك فى داخل الولايات المتحدة.

ولكن الإدارة التى سينضم إليها ماسك كقيصر للكفاءة تبدو مستعدة للمضى قدما فى تنفيذ تهديدات ترامب والمتمثلة فى زيادة حادة فى التعريفات الجمركية على جميع الواردات الصينية إلى الولايات المتحدة وهو القرار الذى قد يؤثر بشكل كبير على أعمال تسلا.وبحسب فاينانشيال تايمز يقول فيليب هوشوا المحلل فى بنك الاستثمار الأميركى جيفريز إن ماسك قد يوفر جسرًا حاسمًا للتواصل بين الصين وإدارة ترامب.

وهناك بالفعل علامات تشير إلى أن نفوذ إيلون ماسك قد يمتد إلى علاقات أميركا في الخارج تحت حكم ترامب.وتشير فاينانشيال تايمز إلى واقعة مشاركة إيلون ماسك فى مكالمة هاتفية بعد الانتخابات بين ترامب والزعيم الأوكراني فولوديمير زيلينسكى.

ونظرًا للمخاطر الت تواجهها شركة تسلا فقد يُتوقع من رجل الأعمال أن يعمل كـ تأثير معتدل على التعريفات الجمركية المخطط لها من قبل ترامب كما يضيف هوشوا: إلى أى مدى أو إلى متى سيستمر تجاهل الأسواق لتضارب المصالح المحتمل الذى يتراوح بين المسؤوليات السياسية والحوكمة والتعريفات هذا غير واضح.كما تشير فاينانشيال تايمز إلى وجود أدلة واضحة على الضغوط السياسية فى إدارة ترامب بشأن تضارب المصالح المحتمل الذى قد يتورط فيه ماسك.وسعى اثنان من أعضاء مجلس الشيوخ الديمقراطيين إلى إجراء تحقيق فيدرالى في اتصالات ماسك المزعومة مع الزعيم الروسي فلاديمير بوتين، مما أثار مخاوف بشأن التصاريح الأمنية رفيعة المستوى التى حصل عليها ماسك ومليارات الدولارات من تمويل الحكومة الأميركية.

فى حين أن هناك تاريخًا طويلاً من رجال الأعمال الذين يعملون كوسطاء بين بكين وواشنطن وتواجه أجزاء أخرى من إمبراطورية ماسك نقاط توتر مباشرة بين الولايات المتحدة والصين.فقد تعرضت شركة سبيس إكس وهي شركة صواريخ وأقمار صناعية تجارية لانتقادات حادة من المحللين العسكريين الصينيين الذين يرون الشركة وشبكتها الواسعة من أقمار ستارلينك كجزء من توسع الجيش الأميركى فى الفضاء.

وقالت ياكيو وانغ مديرة الأبحاث الخاصة بالصين فى مؤسسة فريدوم هاوس إن بكين أصبحت بارعة للغاية فى التلاعب بقادة الأعمال الأجانب - بما فى ذلك الاستفادة من وصول شركاتهم إلى الصين - لإجبارهم على السير على خط الحزب الشيوعى.

وأضافت: لا يقتصر الأمر على أن ماسك ليس عرضة لضغوط بكين نظرًا لمصالحه التجارية الواسعة فى الصين بل يبدو أيضًا أنه يتمتع بعلاقات وثيقة مع القادة الاستبداديين فى الصين.هذه الديناميكية تخلق فرصا واسعة للحزب الشيوعى الصينى للتأثير على سياسة ترامب تجاه الصين بحسب تعبيرها.

وأوضح التقرير أنه قبل خمس سنوات حصل ماسك على تمويل لمشروعه الأكثر طموحًا لشركة تسلا وهو مصنع لبناء المركبات الكهربائية فى منطقة تجارة حرة خاصة على مشارف شنغهاى الشرقية.
